वाळवीने खाल्ले सव्वादोन लाख

मुलीच्या लग्नासाठी बॅंकेच्या लॉकरमध्ये ठेवलेल्या सुमारे चार लाख रुपयांपैकी दोन लाख 38 हजार 60 रुपये वाळवीने खाल्ल्याचे प्रकरण उघडकीस आले आहे. बॅंकेने या रकमेची भरपाई करावी, अशी मागणी लॉकरधारक प्रकाश ओसवाल यांनी केली आहे. तर लॉकरमध्ये रोख रक्कम ठेवणे, हा गुन्हा आहे. नियमानुसार हे प्रकरण रिझर्व्ह बॅंकेकडे सोपविले आहे, असे बॅंकेतर्फे सांगण्यात आले.

युनियन बॅंक ऑफ इंडियाच्या भवानी पेठेतील लॉकर सुविधा असलेल्या शाखेत हा प्रकार घडला. ओसवाल व त्यांच्या पत्नीचे संयुक्त लॉकर आहे. त्यांनी सुमारे आठ महिन्यांपूर्वी लॉकरमध्ये रोख दोन लाख 98 हजार रुपये व दागिने ठेवले होते. पुढील महिन्यात होणाऱ्या मुलीच्या लग्नासाठी आपण ही व्यवस्था केल्याचे त्यांनी सांगितले. एक हजार, पाचशे, शंभर, पन्नास, वीस, दहा, पाच व एक रुपयांच्या नोटांच्या बंडलाच्या स्वरूपात रोख रक्कम ठेवलेली होती. गेल्या महिन्यात त्यांनी काही दागिने घेण्यासाठी लॉकर उघडल्यावर आत वाळवी लागल्याचे दिसून आले. वाळवीमुळे नोटांच्या काही बंडलांच्या जागी नोटांचे बारीक तुकडे असल्याचे आढळले. नोटांच्या उर्वरित बंडलांचे किरकोळ प्रमाणात नुकसान झाले होते. लॉकरमध्ये वाळवीच्या जिवंत व पांढऱ्या मुंग्यांचा ढीग असल्याचे त्यांना आढळले.

1 लाख 59 हजार 940 रुपयांच्या नोटांचे किरकोळ स्वरूपात नुकसान झाले तरी त्या वापरण्यायोग्य असल्याचे स्पष्ट झाले. तर 2 लाख 38 हजार रुपयांची रक्कम वाळवीच्या "हल्ल्यात' गायब झाल्याची तक्रार त्यांनी बॅंकेला नोटीस बजावून करत भरपाई मागितली आहे.

याबाबत बॅंकेच्या या शाखेचे मुख्य व्यवस्थापक एन. के. कुलकर्णी यांना विचारले असता ते म्हणाले, ""नियमानुसार लॉकरमध्ये रोख रक्कम ठेवता येत नाही. वाळवीच्या तक्रारीनंतर लॉकरची सेवा असलेल्या गोदरेजकडून तपासणी करण्यात आली. त्यात लॉकरचा परिसर स्वच्छ असून तेथे वाळवी लागण्याची शक्‍यता नाही, असे स्पष्ट झाले आहे. तसेच लॉकरमधील वस्तूंची सर्व जबाबदारी लॉकरधारकाची असते. त्यामुळे बॅंक याला जबाबदार नाही. लॉकरमधील नुकसानीचे मूल्य निश्‍चित करण्यासाठी रिझर्व्ह बॅंकेकडे हे प्रकरण पाठविले आहे.''

बॅंकेच्या लॉकरमधील नोटांना वाळवी लागण्याचा प्रकार म्हणजे 'कुंपनाने शेत खाल्या'चा प्रकार आहे. त्यातही बॅंक आपली जबाबदारी ढकलू देऊ पाहात आहे. लॉकरमध्ये अनेकदा महत्त्वाचे कागदपत्रेही ठेवली जातात. अशावेळी बॅंकेने पैशांबाबतची जबाबदारी ढकलणे योग्य नाही. आता किमान रिझर्व्ह बॅंकेने तरी त्यांना न्याय द्यायला हवा....

    This is veary horebal news ... & how come bank say this is not her respollambity ... if rbi say there are not allowed to put nomey in cash ... its ok we understand ... in case any persone is put her docemnet (hard copy)then ...... but my simel quection to all how come valvew to come bank ??? thay naver teck care of that .. its al respoblity to 100% bank .

    While bank must take the responsibility of the "valvi" incident, the person who kept the money also should be investigate for the reason of keeping the cash in the bank locker, instead of keeping it in his account.

    As the bank has said, it is a crime to store money in a locker. But getting mites in bank area is highly dangerous as these might spread to some documents nearby. Also some lockers have important land deal documents, some agrrements and many other paper things which are not money and hence legal to be stored in a locker. If these get destroyed I guess the bank will not have a word to say.
    By now the bank would have done some pest comntrol but even if there are eggs of the mites somewhre, they can hatch in warm lockers later. So I guess the danger will always be there.
    The owner of the locker can actually get the notes exchanged from RBI. According to law he can get new notes for mosdt of the damaged ones. It is the duty of the RBI to get damaged notes destroyed. But he will possibly have to face some lawsuit and pay some fine for using the the locker for wrong purposes.
    Probably what baks can do is run a random test on lockers every month or so to see these things do not happen.

    1. I think it is mistake of the person who kept the money in locker. Why people hasitate to money in savings account an pay the necessary TDS on interest. Just to avoid taxes people make these mistakes and ruin their own fortune.
    2. It's bank's responsibility to keep the locker area clean and safe. Lawyers will be on the back of the Bank for this issue itself.

    In conclusion: RBI should punish both, bank and owner of the locker for this.

    I Think, bank is liable for all this. As bank charges against locker facility. If you will see as a marketing perspective, these banks always advertises themselves for facilities they are providing to customers and tries to appriciate them.If this is taken in to account, why bank doesn't appriciate customers by providing a good service to them?
    For this they charges customers yearly.

    I think the Bank should take responsibility of this. While, the Bank should also make sure that the amount in the locker was really 4 lakhs.

    1) Did the bank clearly mention the owner that keeping the cash in locker is illegal at the time of opening the locker? If not it's clearly bank's responsibility to pay back the money.
    2) Since this could happen to important documents, RBI should take strict action against the bank.
    3) RBI should have some norms for insecticides to be used for locker area for all banks.
    People should not go for lockers in such irresponsible bank.

    Safty of our belongings with the Bank Lockers is main issue and Banks cannot deny responsibility in such obvious incidences.Keeping money in the lockers is different issue.It should be dealt with separately and hence should not be mixed togather
