सरकारी काम....

कामचुकारपणा, निष्क्रियता आणि बरंच काही. सरकारी कार्यालयांत काम घेऊन जाणाऱया शंभरातल्या 99 जणांच्या मनात हेच विचार मनात येत असतील. ई सकाळचे वाचक महेश मसुरकर यांना आलेला अनुभव हा असाच आहे.

Hi,

Today my friend went to Kothrud Kshetriya Karyalay to register for his daughter's birth.

When the window opened, the lady clerk told that today they are on strike and so no work.

After 5 minutes, she went inside again to confirm. Then she told that they are not on strike today.

See.. How funny it is !!! She even do not know why the strike is, whether the strike is on or not??

More over, She asked about the work to my friend. When he told about the birth registration of his daughetr, She told that forms are finished. I do not know how our govt. offices run with this kind of efficiency !!!

    सरकारी कामांबद्दल असे कित्येक अनुभव नित्यनियमाने सर्व "आम आदमीं" ना जवळजवळ आयुष्यभर येत असतात,व त्याबद्दल वेगळे लिहायची गरज नसते कारण स्वातंत्र्य मिळून ६१ वर्षे झाली तरी परिस्थिती सुधारणे तर सोडाच,पण आणखी बिघडली आहे!
    असे अनुभव शेअर करायला प्रबंध लिहावे लागतील,पण त्यात नाविन्य कांहीच नसेल!

    मात्र कांही नोटा टेबलाखालून सरकवल्या तर बहुतांशी कामे चटपटीतपणे केली जातात हा पण लांच देणा-यांचा अनुभव व न लांच देणा-यांचे निरिक्षण असते!मग तत्वनिष्ठित राहून फ़े-या मारत विनवण्या करत रहायच का थोडी आर्थिक पिळवणुक सहन करून वेळेची बचत करायची हा ज्याचा त्याचा वैयक्तिक प्रश्न असतो, कारण आपल्या महासत्तेकडे प्रयाण करणा-या देशात अन्यायाविरूद्ध लढा देणे म्हणजे रक्तदाब व मनस्ताप वाढविण्याला आमंत्रण देणे यापलिकडे दुसरे कांही नसते!

    नुकत्याच आलेल्या सकाळच्या "मुक्तपीठ" पुरवणीमध्ये मात्र "सेवानिवृत्त" झालेल्या कांही रिकामटेकड्या वयोवृद्धांना हे सरकारी कार्यालयांचे खेटे मात्र वेळ काढायचे चांगले साधन वाटतात कारण तेथे त्यांना आणखी समवयस्क [व समदुखीः]च्याबरोबर टाईमपास करायला संधी मिळते!!!

    सरकारे बदलोत,राष्ट्रपतींपासून पंतप्रधान,मुख्यमंत्री वगैरे भाषणात कितीहि आश्वासने देवोत,परिस्थिती कधीच बदलत नाही कारण civil war करण्याची हिंमत नाही,लष्करी बंडाळी होवून martial law लागू होण्याची शक्यता नाही व श्री.अण्णा हजारेंसारख्यांना बक्षिसे जाहीर करून manage केले की झाले!

    कधीकधी हा विचारसुद्धा मनात आल्याशिवाय रहात नाही की ब्रिटिशांची परकीय राजवट आपल्या राजवटीपेक्षा चांगली होती!
    देशाकरता वा राज्याकरता नाही तर फ़क्त वैयक्तिक स्वार्थाकरता झटणा-या मंत्र्यांचे उद्गार,वागण्याची पद्धत,अकार्यक्षमता पाहून उबग येते,पण "आलिया भोगाशी असावे सादर" असे गुणगुणत कोप-या
    कोप-यावरच्या फ़लकांवर व वर्तमानपत्रात झलकणा
    -या यांच्या छब्या व सतत वाढणा-या महागाईनिर्देशकांकडे पहात उर्वरीत आयुष्य व्यतीत करायचे यापलिकडे "आम आदमी" काय करू शकतो???
    प्रसिद्धिच्या झोतात "लाल जाजमां" वर चालणारे राज्यकर्ते हेतुपुरसःर "लाल फ़िती"च्या कारभाराकडे दुर्लक्ष करतात,कारण त्यामुळे त्यांनाहि त्यांचा अर्थरूपी "कट" सरकारी कर्मचा-यांकडून मिळत रहातो!

    ज्या देशात प्रत्येक मिनिटाला नवी बाळे जन्माला येतात तेथे जन्मदाखला मिळवण्यासाठी पित्यांना अनेक खेपा माराव्या लागतात जेणेकरून त्यांना येणा-या जबाबदारींची जाण लगेचच होते!!!

    फ़क्त मृत्युनोंद करतांना किंवा मृत्युदाखला देतांना आप्तेष्ठांना जरा सहानुभुती व तत्परता मिळते हे माहित असल्यामुळे मरणारी व्यक्ती शेवटचा श्वास निश्चिंतपणे सोडू शकते ही काळ्या ढगांवरची रूपेरी झालर आहे!

    IN 2000 I WAS APPLIED FOR PASSPORT AFTER SOME DAYS POLICEMEN CAME MY HOME & HE TOLD MY PARENTS SEND ME FOR VERIFICATION I GONE THAT DAY T POLICE STATION THAT WAS MY FIRST VISIT TO POLICE STATION IN MY LIFE THEN AFTER FINISHING MY VERIFICATION HE ASKED FOR BRIEF I TOLD I HAVE ONLY 10 RUPEES HE TOLD ME4 BRING TOMORROW OTHERWISE UR DOCUMENTS WE COULDNT SEND FOR FURTHER CLEARIFICATION I WAS AWARE AFTER FINISHING VERIFICATION THEY HAVE TO SEND TO CBI INQUIRY THAT I WAS SURE FOR THAT I NOT WENT BACK TO POLICE STATION AFTER ONE MONTH POLICEMENT CAME MY HOME & TOLD SAMETHING UR SONS VERIFICATION IS NOT DONE SO HE HAS TO COME AGAIN THAT TIME I WAS IN BLUE STAR MY PARENTS CALLED ME I LEFT OFFICE EARLY BUT I WAS DECIDED IF POLICE MEN WILL ASK MONEY I WILL ASK HIM ABOUT TEH MONEY & WAHT FOR & I ASKED HIM HE TOLD OUR FEES I TOLD NOTHING IS WRITTEN ON FORM HE TOLD NO NOTHING IS WRITTEN HE FORCE ME TO PAY BUT I TOLD HIM OK I WILL PAY U AFTER CHECKING WITH UR SENIOR AFTER SOME TIME HE TOLD OK WE WILL GO TO SENIOR & HE TOOK ME OUT OF POLICE STATION & TOLD ME BABA GO
    IF UR RIGHT NO ONE CAN BEAT U
    THAT POLICE STATION WAS AGRIPADA

    Nothing is goin to change if we keep on saying this kind of comments. I shall share my experience here. This is about Bharat Gas (Government Company). I got new job so I left Amchi Mumbai and came to Pune which is my native and my biggest Pride. I presented all Gas transfer papers at Bharat Gas Agency Counter and ask Clerk to issue 2 cylinders to me as per policy and law. She demanded that if I buy Stove and 4 KG of tea powder then only Agency will give me Cylinders. I refuse and conversation went on till I calmly asked the clerk to communicate to me in written on agencies official letter about the conditions. She suddenly said that is not possible. I was aware that there is no such scheme but its the Agencies Staff own interest (Under Table Money). I refused to buy anything and finally got 2 cylinders after long waited 2 hours.
    So what I wanted to say is instead of saying nothin is gonaa change we should fight for our rights and why cant people like Subhash Bhate (Nothing Personal) start doing right things. Why dont they understand value of freedom fighters life?

    When I went to register my son's birth,
    the clerk provided me the form, helped me with it, and asked for 'pedhe' from me!

    So I don't think it's all rotten!!!

    we went to get some documents in the chandani chowk office registration.due to lot of people lined to get the document. The person said " give me your document numbers and i will get them out and then you can come after 2 days".So he wrote down the doucment numbers on the paper and everyone went home happily. After 2 days i went to the office and found that clerk. he told me that he has lost that paper where he wrote the numbers and cannot do anything about it.Couple of people who went to the office after me were told that the person is not in today. OK. the story doesn't end there.
    After two days i went there in the morning again to look for it. The person was busy in something else told me to come between 4-5 in the evening. i went again this time he went home because of some urgent home issue.
    finally i though may be he needs some UTT(under the table) money, so i asked him but he refused to give number since they were under constant monitring.
    I am in a fix can someone tell me what should i do so that this guy can pull out my document and give me a copy of it.

    People who have good eaperience - I guess they are just lucky.. The situation Mr bhate has talked about is absolutely true..
    I dont think any thing can be done about Government work situation in India..
    I had to visit Reg office to register some docs..I wsa given the receipt of @400 Rs for it. andthe demand for it was 3000 Rs.
    When I tried to fight.. people around me who also had come to get their work done started raising voice and asked me to pay the money and finish off the things quickly..Finally had to pay some 1500 rupees.
    The point is people have accepted this culture and the money we need to pay in govt office for our work is decided by the clark and not the govt. I mean the receipt you get there has no value. Is there any comparison between 400 rs and 3000 rs ??
    I guess indian people (including me) deserve this treatement because we do not have guts n time to question the system.
    Greats like Anna Hajare fought for whole life... but what has changed ???? agreed things are moving .. RTI act etc is coming and all.. but whats the use for me ?? I mean it will take 1000 years for 10 Hajare's at this pace to change the system.
    There is no end to this.. The clark in the govt office is the boss and you have to follow what he says..
    Or you get a chance, just leave the country and settle somewhere else.

    Hi There,

    Here are my recommendations.

    A)Remove Govt and Bring Privatisation.

    B) All the funds transcation should be through electronic media.

    C) Each Sector of Govt should have there own website, monitoried by other agency, and load all the necessary documents / application forms reqd.

    D) Remove old staff, bring in new educated young generation to take control.

    E) Learn how other foreign govts operate.

    I think indian govt needs to wake up from sleep.
