पुणे- पिंपरी परिसरात बोकाळल्या गुन्हेगारी टोळ्या
पुणे शहरात चार वर्षांपूर्वी हाताच्या बोटावर मोजण्याइतक्‍याच गुन्हेगारी टोळ्या होत्या. परस्पर वैमनस्यातून विशिष्ट भागात त्यांच्यात संघर्ष होत असे. आता बाबा बोडके, गणेश मारणे, राकेश भरणे, बाळ्या वाघिरे, ईश्‍वर ठाकूर अशा नव्याने निर्माण झालेल्या 26 टोळ्यांची पोलिसदफ्तरी नोंद झाली आहे. या वाढीमुळे गुन्ह्यांच्या संख्येत फारशी वाढ झाली नसली, तरी त्यांची छुपी दहशत वाढली आहे. विविध उपनगरांनाही आता टोळीयुद्धाचा संसर्ग झाला आहे. अनेक उपनगरांत स्थानिक गुन्हेगारांच्या टोळ्या आहेत. उपनगराबाहेरील कार्यक्षेत्रात ते गुन्हेगार एखाद्या तरी टोळीशी "कनेक्‍टेड' आहेत.
काही प्रमुख टोळ्यांचे तर मुंबई, दिल्ली व देशाबाहेरीलही गुन्हेगारांशी "कॉन्टॅक्‍ट' आहे. प्रतिस्पर्धी टोळी संपवायची व आपले आर्थिक हितसंबंध जोपासायचे, हा त्यांचा प्रमुख उद्देश आहे. नुकत्याच घडलेल्या काही सलग गंभीर गुन्ह्यांचा आढावा घेतल्यास छुपे टोळीयुद्ध दिसून येते. काही राजकीय पक्षांचे कार्यकर्ते, पदाधिकारी व लोकप्रतिनिधींचाही त्यात प्रत्यक्ष व अप्रत्यक्ष सहभाग आहे.
खंडणीविरोधी पथकाने वेळीच पकडलेल्या गुन्हेगारांमुळे शहर व पिंपरी-चिंचवडमधील प्रत्येकी एका नगरसेवकाच्या जिवाचा धोका टळल्याचे जाहीर झाले आहे. जमीन खरेदी-विक्रीत सहभागी होणे, जागा रिकामी करून घेणे किंवा बळकावणे, बांधकाम व्यावसायिकांकडून मिळणारी खंडणी, तसेच कामगारभरती यातून टोळ्यांना "आर्थिक' रसद मिळत आहे. या टोळ्यांना मनुष्यबळ मिळते ते तुरुंगात. विविध गुन्ह्यांतील आरोपींना तुरुंगातून जामिनावर बाहेर पडण्यासाठी अथवा न्यायालयीन कामकाजासाठी या टोळ्यांच्या प्रतिनिधींकडून पैसे पुरविले जातात. त्यामुळे एखादा आरोपी तुरुंगातून बाहेर पडला की त्या टोळीसाठी "वाट्टेल' ते काम करण्यासाठी तयार होतो. या चक्रामुळे आता दुचाकी चोरीसारख्या गुन्ह्यांतील आरोपीही संघटित गुन्हेगारीत सहभागी होऊ लागले आहेत.
शहरालगत सुमारे साडेपाचशे लहान-मोठ्या झोपडपट्ट्या आहेत. त्यातील अनेक झोपडपट्ट्यांतील युवक अवघ्या तीन-चार हजार रुपयांत टोळीसाठी "पडेल ते' काम करतात. पिंपरी-चिंचवडमध्येही गेल्या दोन वर्षांतील गुन्हेगारी हा सर्वसामान्यांसह पोलिसांच्या दृष्टीने काळजीचा विषय झाला आहे. तेथे "कुमक' व "झोन' वाढवूनही परिस्थितीत फारसा फरक पडलेला नाही. शहरातील राजकीय पक्षांचे काही कार्यकर्ते, पदाधिकारी व लोकप्रतिनिधी हे अवैध धंद्यांत सक्रिय आहेत. त्यामुळे त्यांचाही संघटित गुन्हेगारी क्षेत्राशी संपर्क आहे. त्यांच्याकडूनही या टोळ्यांना विविध प्रकारे मदत केली जाते. त्यामुळेही विविध भागांत स्थानिक गुन्हेगार आपले बस्तान बसवितात. त्यांना काही पोलिसांचीही मदत होते, असेही यापूर्वी दिसून आले आहे.
शहरातील गुन्हेगाळी टोळ्या अशा वेगाने वाढल्या, तर शांत आणि सांस्कृतिक म्हणून नावलौकिक असलेल्या पुण्याचे बिहार झाल्याशिवाय राहणार नाही. तुम्हाला नक्की काय वाटते याबाबत....?

I would just say that see at the "achievements". Right from allowing North and south Indians (because some spoons of Sonia Gandhi and Sharad Pawar think that we are part of a country called India) to this tremendous achievement, everything needs a clap. And see at the names of the gentlemen involved! Our local boys have shown us that they are not behind in any way in competing with the Mumbai underworld! On top of that, these people have one more thing. Pride. Pride of inheriting Shivaji, Peshwa, Ambedkar etc etc etc.
These are the people who turn to this esteemed job because they don't get a job! Wow!! And our politicans are their patrons!!! Bravo puneiites bravo.. The city is almost Mumbai now.. You have done it! You have ALMOST done it!!

This is a second dark part of the prosparity. As money is coming to Pune at very rapid rate, its increasing the difference between who are gaining and who are not gaining. All the money coming to the Govt, is not distributed equally with in the society. I would like to see a kind of different cost centres created in a state / city / country to make equal division of money. Try to give more practical education so as to grow the small industry. This will help reducing unemployment and will reduce the difference. But it all need good educated people to drive the politics...............I always dream to be a part of it.
sr. police officers should be strict in this case than only jr. staff can take appropriate action against this gangs.
We shan't worry about gangs. What difference does it make if the number is 26 or 6? What we should seriously think about is, " Is Pune a safer place to live than it used to be earlier?" (Remember those good ol' days!)
Major reason behind population hype in CITIES like Pune is due to infiltration from other states. Only writing blogs and shouting won't do & work, some serious steps must be taken, like not allowing them to buy properties, issuing wrok permits for limited period, making it mandetory for Industry/Trade to least priorities to outsiders etc. etc.
Yes, I do agree that we live in one nation called India and we all are hardcore Indians, but definitely Pune is not the last place left to live in India!

1]Controlling if not totally eliminating crime is the responsibility of the police department.Due to population explosion,the infrastructure including the police is crumbling or proving unequal to the task.
2]Corruption & lack of ruthlessness are also responsible for the worsening state of affairs.
3]In many countries,there are quick disposal of cases & severe punishments including cutting off limbs or publicly beheading,which are meted out to the proven perpetrators of crime,so it acts as a deterent for other aspiring thieves.
4]But not in India,where,even after catching a thief red-handed,it is needed to prove so in court.
Even the police custody is a farce, because the period of custody granted by the courts is minimal & needs to be extended time & again.
5]Soon,the culprit is set free on bail,while the case may be fought in court for years.So he gets back into same "business" with impunity.
6]The police politician nexus too ensures that such culprits are set scot-free!
Didn't the great man of Maratha politics once carry two hardened criminals in his plane from New Delhi to Mumbai in his plane, while being a central minister?The same persons were involved/caught in the J.J.hospital हत्याकांड!
7] Your suggestion to prevent outsiders from settling down here though good,is impracticable!
The Shivsena was actually throwing out many Bangla deshis by repatriating them from Mumbai in trains,but our courts as well as West Bengal govt.put in a spoke & it had to be stopped sson!
8]Capital punishment would have been the answer,but in our country,where 24 cases of mercy petitions including that of traitor Afzal are kept pending for years,what do you expect?Matters are getting worse by the day & the politicians as well as police are solely responsible!
