असे आहे बजेट!

महापालिकेचा अर्थसंकल्प नुकताच मंजूर झाला आहे. शहराच्या विकासासाठी, पायाभूत सुविधांसाठी यामध्ये तरतुदी असतात. आपल्या भागातील कोणत्या कामांसाठी किती तरतुद आहे, कोणकोणती कामे होणार आहे, याबाबत नागरिकांना फारशी माहिती नसते. ती माहिती देण्याचा हा एक प्रयत्न आहे. या माहितीचा उपयोग आपल्याला होणाऱ्या कामांवर लक्ष ठेवण्यासाठीही होईल. आज आपण बाणेर, बावधन, कोथरूड, औंध आणि पाषाण भागातील तरतुदींची माहिती पाहूया. ही माहिती वाचून तुमची मतेही नक्की कळवा.

पाषाण सर्व्हे नं 140/6 या ठिकाणी उद्यान विकसित करणे 11 लाख
कस्तुरबा वसाहत या ठिकाणी महिलासाठी उद्योग हॉल बांधण्यासाठी 10 लाख

बाणेर, बावधन, कोथरूड, औंध, पाषाण हा भाग अत्यंत वेगाने विकसित होत आहे; मात्र वेगवान विकासाच्या तुलनेत येथील पायाभूत सुविधा अत्यंत अपुऱ्या आहेत. त्यामुळे यंदाच्या अर्थसंकल्पात या भागासाठी रस्ते, पाणीपुरवठा करण्यासाठी नवीन टाकी, अग्निशामक केंद्र आणि रस्त्यावरील धोकादायक विजेचे खांब हलविण्यासाठी भरीव तरतूद करण्यात आलेली आहे. या शिवाय जवाहरलाल नेहरू रोजगार योजनेअंतर्गत कर्वे रस्त्यावर बीआरटी आणि पाषाण तलावाच्या सुशोभीकरणाची योजना अशा तरतुदी करण्यात आल्या आहेत. बाणेर आणि पाषाण परिसरातील तीनशे हेक्‍टर डोंगरमाथ्यावर "जैवविविधता पार्क' विकसित करण्यात येणार आहे.
शहराच्या हद्दीबाहेर असलेला हा भाग दहा वर्षांपूर्वी महापालिकेत समाविष्ट झाला. अल्पावधीतच या भागाला कॉंक्रीटच्या जंगलाचे स्वरूप आले. त्या प्रमाणात पायाभूत सुविधा उभारण्यात महापालिकेला यश आले नाही. वेगाने विकसित होत असल्यामुळे त्याचा ताण येथील नागरी सुविधांवर येऊ लागला आहे. त्यामुळे वाहतुकीची समस्या, अपुरा पाणीपुरवठा, अरुंद रस्ते आदी सुविधांच्या अभावामुळे नागरिकांना त्रास सहन करावा लागत आहे. दीड वर्षापूर्वी या भागातील पाण्याचा प्रश्‍न गंभीर होता; मात्र वारजे जलशुद्धीकरण केंद्र सुरू झाल्यामुळे तो काही प्रमाणात कमी झाला आहे, तरी देखील अपुरा पाणीपुरवठा होत असल्याच्या तक्रारी रहिवाशांकडून आजही केल्या जात आहेत. त्यामुळे यंदाच्या अर्थसंकल्पात या भागात पायाभूत सुविधा उभारण्यासाठी भरीव तरतूद करण्यात आली आहे.
वारजे-कर्वेनगर आणि औंध क्षेत्रीय कार्यालयाच्या कार्यक्षेत्रातील 18 प्रभागांमध्ये हा सर्व परिसर विखुरलेला आहे. मोरे विद्यालय, रामबाग कॉलनी, किष्किंधानगर, रामकृष्ण परमहंसनगर, वेद भवन, महात्मा सोसायटी-कोथरूड, वनाज कंपनी, यशवंतराव चव्हाण नाट्यगृह, आयडियल कॉलनी या नऊ प्रभागांत सुमारे 112 विकासकामांसाठी सव्वासहा कोटी रुपयांची तरतूद करण्यात आली आहे. त्यामध्ये रस्त्यांच्या कामासाठी दीड कोटी, ड्रेनेजच्या कामासाठी 78 लाख, पाणीपुरवठ्याच्या लाइन टाकण्यासाठी एक कोटी, तर रस्त्यावरील धोकादायक विजेचे खांब हलविण्यासाठी 67 लाख रुपयांची तरतूद आहे. दवाखाने, समाजमंदिर, ग्रंथालय आणि अभ्यासिका आदी कामांसाठी 77 लाखांची तरतूद आहे, तर औंध क्षेत्रीय कार्यालयांतर्गत येणाऱ्या औंध गाव, बाणेर बालेवाडी, सुतारवाडी, पाषाण, राजभवन, पुणे विद्यापीठ आदी नऊ प्रभागांतील कामांसाठी सुमारे पाच कोटी रुपयांची तरतूद करण्यात आली आहे. औंध भागातून जाणाऱ्या नाल्याचे चॅनलायझिंग करण्यासाठी व पावसाळी गटारे करण्यासाठी वीस लाख रुपये, औंध गाव या ठिकाणी नाट्यगृह उभारण्यासाठी वीस लाख, सुतारवाडी परिसरात पावसाळी गटारे करण्यासाठी सुमारे 45 लाख रुपयांची तरतूद करण्यात आली आहे. या परिसरातील धोकादायक विजेचे खांब हलविण्यासाठी वीस लाख, अशा विविध कामांसाठी सुमारे दहा ते पंधरा कोटी रुपयांची तरतूद करण्यात आली आहे. विशेष म्हणजे या भागातील सर्वाधिक साडेतीन कोटी रुपयांची तरतूद रस्त्यांच्या कामांसाठी करण्यात आली आहे.
कर्वे रस्ता, पौड रस्ता आणि बाणेर या भागात बीआरटी सुरू करण्यासाठी; तसेच पाषाण येथील तलावाचे सुशोभीकरण करण्यासाठी मोठी तरतूद करण्यात आली, तर बाणेर या ठिकाणी नदीपात्रात 20 एमएलडी क्षमतेचे मैलापाणी शुद्धीकरण केंद्र उभारण्यासाठी तरतूद करण्यात आली आहे. या शिवाय औंध, कचरा डेपो आणि वारजे या तिन्ही ठिकाणी अग्निशामक केंद्र उभारणे, गांधी भवन, चांदणी चौक, बाणेर या ठिकाणी नव्याने पाण्याच्या साठवण टाक्‍या बांधणे आदी कामांसाठी तरतूद करण्यात आली आहे.

    This is an excellent addition of blog section for which I will like to thank and congrats sakal for the upto date info and efforts in creating awareness and also towards in a way, improvement of our city infra.
    Now about this budget, I felt to share some thoughts on it. Firstly this is kind of decent budget allthough not enough arrangements like No of Traffic policeman(mere 500 more being said to be added and ~ 1000 of Policeman against needed minimum 2000-5000)
    2. Also I didn't see even glimse of recent fantastic proposal(of ~1600 cr rs) which NCP supported of ROADS OVER ROADS over Laxmi rd, Tilak rd and other and some more vital flyover like one on top of Karve road. Ajit pawar had said that he will like follow up the 1000 cr loan from Jap bank at low interest for such projects. We have got some bloody peanuts of ~250cr from some ...nehru funds, unbelievable.
    3. I hope forthcoming budgets will also consider plans towards most desired metros as LONG TERM SOLUTION + ENOUGH PAYED PARKING LOTS so that one could simply leave off their vehicles in the outskirts of cities and use public transport, considering that we will have good one and which will mostly be necesited. I just feel that the state govt should consider to avoid excessive load on the city. Shri.Pawar, our agricultural minister, had recently made a statement along those lines, so it sounds like some positive thoughts are already on the way.
    4. And lastly people are eager to see LONG TERM solutions towards digging for every little reason and just set the water pipeline of appropriate diameters, telephone, fiber optic, and other cables placed in advance and provisions made for water flow for rainy season so as to avoid WATER ACCUMULATION.

    I would say that the BRT system should be implemented as fast as possible and Karve Road, Paud Road definitely need it. (Are there people using PMT in Baner? Strange!) What needs to be done, though is to keep the lane inaccessible for other vehicles especially two-wheelers. That can be achieved by a solid barrier between the BRT lane and rest of the road. Also, if such a lane is kept to the left of the road instead of middle of it, commuters do not need to cross the road to reach the bus stop. Other traffic must be told to turn left or right only in a square. This would also prevent the illegal use of the sides of the road for parking.

    let me explain something.

    Point number 1 is invalid. The budget does not have provision for policemen. Department of traffic police comes under state government and not under the Municipal Corporation. MC can not decide how many policemen should be there on roads.

    Point number 3 is very important. The only problem is, what should i do if i have to go to multiple places. For example, assume that i live in chinchwad and i have to purchase something from Laxmi road and then go to some relatives in Karvenagar. If you calculate, the travel by PMT is neither cheap nor convenient. Plus, there are no directly connecting routes. I must change may be 3 buses or more depending upon the availibility of buses. The buses are overcrowded and what might happen if everybody decides to just leave their vehicles and start using bus? People are not using vehicles because they like it. They are using them because there is not a cheap and convenient option. The city is not big enough for so many migrants to accomodate. The number of people is huge and it is very difficult to update the transportation system to an efficient one.

    THIS NEW BUDGET IS ANOTHER WAY OF GETTING BIGGER KICKBACKS TO CORPORATORS AND THEIR CHAMCHAS. HOW MUCH OF THIS SPENDING IS ACTUALLY GOING TO BENEIT THE COMMON MAN ? , ACTUALLY '0'. BUT NOBODY IS INTERESTED IN THAT , IS IT?

    Hello Ramesh,
    About point 1, I agree, that was definitely my bad, jumped bit ahead out of excitement. Point 3 was refered to worst case scenario(i.e the city roads are entirely saturated with say another 10lakh more vehicles added, which will eventually happen), with sort of similar picture like NY or chicago in mind. I mean if you park the vehicle outside the city doesn't mean you must use public transport, private transports like rickshaws or whatever future replacements, will be out there in the cities. I should have clarified more.
    And about the size of city, by area its bigger than Mumbai, so with increasing no of skyscrappers just imagine the density. Thats another point to be considered i.e fsi given for plots should be in proportion to city infra or else we will be definitely walking along lines of ultra saturation like Mumbai or Bangalore.
    And anonymous, the % cut over projects by govt servants or politicians has almost been publically accepted fact. Its just raises voice when that % gets outrageously high to the point that ABSOLUTELY NOTHING TAKES PLACE in REALITY. Thats like an OPEN INVITATION by corps to PUBLIC OUTBURSTS and DEMONSTRATIONS. Let me give an eg. say govt fella tells a builder "ata ha rasta tu banavuntakaycha" for sactioning certain things for him and the money for road goes into pockets of that servant. Now builder knows that he anyway has lots of black money made(~60% for every apartment or so) and so this is small investment for what he needs. So people are fine with this event as long as ROAD IS MADE else there will be regular complaints at govt office and will require lobby by another corporator to get more funds. This is small sample and similar ones are rampant around.

    Well, I heard something about London. The city has imposed an environmental tax of five pounds for any vehicle that enters certain roads in the heart of the city everytime. Can't that be implemented on our roads? Every vehicle must pay something like 5000 rupees per year as environmental tax. Now how about that?

    All the provisions in budget look good. but do the things happen as decided? that too in a definite time span? In Many areas, PMC has constructed footpaths. they look beautiful butcan't walk on them. They are occupied by veg. sellers, hawkers etc. There are trees in between...lamp posts...tel.line boxes...elecrticity boxes...and many obstacles. so finally a person prefers walking on street. so what's the use of footpath? NOt to appreciate things in America, but there its pleasure walking on footpath. no obstacles, clean,wide,proper levels,no trees in between...no reason to get down on street except for crossing the road...Please PMC ...do such arrangements...

    I heard, there will be BRT on Karve Road.
    I think all people from Kothrud and Paud Road should unite and opposes the BRT at that place. We can see the fall outs of BRT at Solapur and Satara Road.
    All corporators in spite of from any political party should oppose this move.
